\4 Item # 11. <br /> ityof <br /> ,lkMEMORANDUM <br /> River <br /> TO: Planning Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: March 8, 2000 <br /> SUBJECT: Discuss Possible KinderCare — Holt and Jackson <br /> Request <br /> The Planning Commission is asked to review a proposed preliminary site plan for a <br /> possible KinderCare on the City-owned Holt and Jackson site. <br /> Attachment <br /> Site plan of proposed KinderCare <br /> Overview <br /> • KinderCare is a national corporation specializing in the care of children. They are <br /> strongly interested in the Holt and Jackson site and propose to construct a 10,000 <br /> square foot daycare center with associated outdoor play areas as required by state <br /> daycare rules. <br /> Analysis <br /> As with previous proposals for this site, the issue has been preservation of trees. As can <br /> be noted on the site plan, a number of trees will need to be removed if the proposal is <br /> accepted in order to accommodate the outdoor play areas. The representatives from <br /> KinderCare indicated that they tried a number of layouts in order to reduce or eliminate <br /> the impact to the trees but due to the various site constraints, including setbacks and <br /> easements on the property, this was their best location for the proposed building and <br /> outdoor play areas. <br /> Daycares are a conditional use in the C3 Neighborhood Commercial district, so a public <br /> hearing before the Planning Commission and the City Council would be required prior to <br /> execution of a purchase agreement on behalf of the City with KinderCare. <br /> Recommendation <br /> The Planning Commission is asked to provide input to staff to forward to KinderCare <br /> representatives regarding the appropriateness of the proposed site plan. <br /> • <br /> S:\PLANNING\MICHMC\PLREPRTS\kinderca.doc <br /> 13065 Orono Parkway • P.O.
