MEMORANDUM <br /> TO: Planning Commission <br /> FROM: Scott Harlicker, Senior Planner--<, <br /> DATE: February 27, 2001 <br /> SUBJECT: Case No. OA 01- 01 <br /> Request by City of Elk River to Amend the Cluster Ordinance <br /> Request <br /> Consider a request by the City of Elk River to amend the cluster subdivision <br /> ordinance. <br /> Attachments <br /> S • Existing ordinance —with revisions <br /> • Design standards — Liberty of the Lake <br /> Overview <br /> At the February 13th Planning Commission meeting, the Commission and staff <br /> discussed concerns that have been raised by the City Council, the Planning <br /> Commission and staff. The Commission then gave staff direction regarding <br /> amendments to the cluster ordinance to address the issues raised. <br /> Cluster Developments in the Al District <br /> The Commission had a lengthy discussion of the use of cluster developments in <br /> the Al district. We discussed whether the density bonus is too high and whether <br /> limiting the use of the ordinance to within a certain distance of the existing <br /> developed areas would control cluster developments. The Commission felt that <br /> neither of these options would effectively reduce the use of cluster developments <br /> in the outer reaches of the City. Furthermore, the Commission did not feel use of <br /> cluster developments in the northern portion of the Al district was a major <br /> problem. <br /> • <br /> 13065 Orono Parkway • P.O.
