MEMORANDUM
TO: Planning Commission
FROM: Scott Harlicker, Senior Planner--<,
DATE: February 27, 2001
SUBJECT: Case No. OA 01- 01
Request by City of Elk River to Amend the Cluster Ordinance
Request
Consider a request by the City of Elk River to amend the cluster subdivision
ordinance.
Attachments
S • Existing ordinance —with revisions
• Design standards — Liberty of the Lake
Overview
At the February 13th Planning Commission meeting, the Commission and staff
discussed concerns that have been raised by the City Council, the Planning
Commission and staff. The Commission then gave staff direction regarding
amendments to the cluster ordinance to address the issues raised.
Cluster Developments in the Al District
The Commission had a lengthy discussion of the use of cluster developments in
the Al district. We discussed whether the density bonus is too high and whether
limiting the use of the ordinance to within a certain distance of the existing
developed areas would control cluster developments. The Commission felt that
neither of these options would effectively reduce the use of cluster developments
in the outer reaches of the City. Furthermore, the Commission did not feel use of
cluster developments in the northern portion of the Al district was a major
problem.
•
13065 Orono Parkway • P.O.
