Elk River 2
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
ERMU Commission Theresa Slominski—Finance & Office Manager
MEETING DATE: AGENDA ITEM NUMBER:
May 8,2018 6.1b
SUBJECT:
Staff Update
ACTION REQUESTED:
None
DISCUSSION:
• With the expiration of the Cold Weather Rule protections on April 15th, we have started
conducting weekly shut-offs. With each cycle we are able to do a maximum 24-28 shut-
offs (if warranted), for a maximum total of 112 in a complete month;whereas last year
we did approximately 60 over a span of two days in a complete month. Last year we had
65 shut-offs on April 18. This year Cycle 4 was April 18th with 13 shut-offs, Cycle 1 was
April 25th with 28 shut-offs, Cycle 2 was May 2nd with 16 shut-offs, and Cycle 3 will be
completed next week on May 9th. With the billing cycle implementation, handling shut-
offs is a much smoother, efficient process for all departments.
• A special thank you and recognition to the police department for providing a vehicle at
our front door on a weekly basis for each day of shut-offs in the four cycles. We
recognize it is asking more of them from just one day a month in previous years, and we
sincerely appreciate it!
• Our property and casualty insurance renewal is in full swing. It renews July 1, 2018 and
is effective through June 30, 2019. It has been an online renewal process for the past few
years and it is much easier and more efficient this way.
• Our software provider,NISC,has reached out to us with their latest update on
implementing full fund accounting within the accounting module. Last year they
committed to us to have implementation in the fall of 2018. Since then, Work Orders and
Assets have been moved out to November 2018. Recently, we were told the payroll
piece will be the last to roll out, as it is the most complex, and is now slated for the end of
this year as well, not this fall. They would like to come onsite around the end of July and
do a"one-off'update, essentially implementing the payroll update sooner only on our
company, and provide setup and training assistance. We would be able to beta test the
software and provide feedback as well. This is a great opportunity and we are excited
they are willing to partner with us in this capacity.
84
