This discussion is Phase II of a three-phase workplan to establish <br /> • a long-term,implementation plan to maintain and encourage the vitality of Elk River's <br /> Downtown. The purpose of the plan is to <br /> provide direction for redevelopment and new development activities. <br /> In the past 30-years the City and downtown community has participated in at least 6 <br /> • planning efforts that resulted in a variety of plans.
