ITEM # 5.12. <br /> ..LLe* <br /> City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Planning Commission <br /> FROM: Michele McPherson, uirector of Planning <br /> DATE: June 24, 2001 <br /> SUBJECT: Case No. OA 01-08 <br /> Request by the City of Elk River to Amend Business Park <br /> Building Design and Material Standards <br /> Attachments <br /> • Ordinance Amendment - Staff Draft <br /> • • Ordinance Amendment - Brookstone Draft <br /> Analysis <br /> Attached please find to versions of the amended exterior building finishes language which <br /> the Commission,staff,and industrial developers have been working on over the last several <br /> months. We believe that the language as drafted clearly indicates the city's preferred building <br /> materials and finishes and communicates the desire to have creatively-designed buildings in <br /> the business park district. <br /> The last item to resolve is which walls are to have these standards applied to them. You will <br /> note that in the Brookstone draft,the language"visible from" has been struck,and has been <br /> replaced with the words"directly facing". It is staff's opinion that walls that are visible from <br /> a public street,public trail or path,or residential zoned property should have transitional <br /> materials from the walls directly facing the street, trail or residentially zoned property. <br /> Mr. Martens, of Brookstone, is concerned that all of the walls including the loading dock <br /> side would have to have the same materials as the remaining sides (i.e. glass). <br /> Recommendation <br /> Staff recommends that the Commission recommend to the Council approval of the draft <br /> • ordinance language. The Commission is also asked to provide direction regarding the <br /> language change submitted by Brookstone Development, Inc. <br /> S:\PLANNING\MICHMC\PLREPRTS\OA01-08.DOC <br />
