Gty of
Elk Request for Action
River
To Item Number
Parks and Recreation Commission 5.1
Agenda Section Meeting Date Prepared by
Action Item May 9, 2018 Steve Benoit,Recreation Manager
Item Description Reviewed by
Park Dedication -Barrett Estates Chris Leeseberg, Senior Planner
Reviewed by
Michael Hecker,Parks and Recreation Director
Action Requested
Recommend,by motion, park dedication for the plat of Barrett Estates be paid for 2 dwelling units at the
rate applicable when the subdivision is released for recording. (This will be $2,851.86 at the 2018 low
density rate)
After the park dedication motion has been acted on,provide staff with input on the conceptual
connection in the vicinity of 196th Avenue.
Background/Discussion
The subject property is south of 196th Avenue along the Queen Street alignment. The proposed plat will
consist of three lots 2.41 acres in size. One of the lots (Lot 2) will contain the existing house and the
other two will be new developable lots. These are the two lots eligible for park dedication. The applicant
received variances for lot sizes and lot widths.
There is a wetland complex covering most of the northern portion of the subject property and directly
west/northwest of the cul-de-sac of 196th Avenue.
Parks and Recreation Commission
The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should
be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5
miles of the park. The subject property does not meet this criteria, therefore staff recommends dedication
be paid in the form of cash.
Master Trail Plan
The Master Trail Plan shows a conceptual connection in the vicinity of 196`h Avenue connecting Lander
Street with the 180 undeveloped acres to the west. Due to the location of wetlands, future driveways,
and fewer properties to be affected, city staff has determined a future trail would be best suited to go
around the northern side of wetland complex that impacts the subject parcel. Staff would like input from
the Parks and Recreation Commission on this. Staff will continue work with the applicant on any
possible trail connections on the subject property.
Financial Impact
None
The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional PONEBEI IT
service, and community engagement that encourages and inspires prosperity NATURE
