<br /> <br />Item I 5.1.A. <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />April 13, 2005 <br />File #: 824180J-0564 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: 2005 STREET RECONSTRUCTION IMPROVEMENT <br />ASSESSMENT HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the Assessment Hearing for the 2005 Street Reconstruction Improvement <br />is scheduled for Monday evening, April 18, 2005. Assessment notices have been mailed to <br />all property owners based on the assessment scenario laid out in the feasibility study. The <br />assessment rate is $6,000 per residential unit with Emmanuel Lutheran Church and the <br />Sherburne Lodge being proposed to be assessed more residential units. Attached is a copy <br />of the full assessment roll for the project. The interest rate is proposed at 5.75 percent and <br />the term of the assessment is seven years, although City Finance Director Lori Johnson has <br />indicated that any property owner that feels a seven-year term is too burdensome, would be <br />allowed to extend the term to ten years to lessen the annual payments. <br /> <br />We have had two property owners question the assessment notice they received. The first <br />property owner located at 431 Rush Avenue (PID #75-409-0455) called and indicated that <br />they had been assessed for the 2003 Street Reconstruction Project. A review of the <br />information indicated that was correct. Their property was shown correctly as being <br />previously assessed in the feasibility study, however, when the final assessment roll was <br />prepared they were inadvertently indicated to be assessed again. We would recommend that <br />when the City Council considers adoption of the 2005 Street Reconstruction assessment roll, <br />this property be removed. Attached is letter the City received from Mr. John Norgren, Head <br />Elder of Emmanuel Lutheran Church, concerning parcel 75-402-0246, which is shown on <br />the aerial photo included with Mr. Norgren's letter. This is the parcel that was discussed <br />briefly at the public hearing on which the church building sits. This parcel was assessed <br />$2,405 in 1988 for the Main Street Improvement. However, because this parcel has frontage <br />and driveways both on Main Street and 5th Street, we included it in the 2005 Street <br />Reconstruction Project. Based on the size of the parcel, it would have been normally <br />assessed three residential units for the 2005 Street Reconstruction Project.
