Item# 6.10. <br /> Ilk of MEMORANDUM <br /> Elk ,. <br /> River TO: Planning Commission <br /> FROM: Scott Harlicker, Planning Assista <br /> DATE: December 23, 1997 <br /> SUBJECT: City of Elk River Request for <br /> Ordinance Amendment Relating <br /> to Boulevard and Yard Trees <br /> Request <br /> Consider a City initiated request to amend the subdivision regulations to <br /> require one boulevard tree and one yard tree per lot in subdivisions <br /> Overview <br /> • At the November Planning Commission workshop, the Commission discussed <br /> the current requirement of one yard tree every 60 feet. It was pointed out <br /> that this requirement sometimes creates a situation where one lot would get <br /> one tree and another lot might get two trees. Staff felt that a more equitable <br /> method of allocating trees throughout a subdivision would be to require one <br /> boulevard tree for every lot and corner lots would get two, one along each <br /> street. <br /> Because of the placement of underground utilities within the right-of-way, <br /> the boulevard trees should be setback at least 6 feet but less than 12 feet <br /> from the edge of the road. This would allow room for utilities and still provide <br /> the aesthetic effect of a tree lined street. <br /> In order to help reestablish trees after grading, it is suggested that each lot <br /> also get one yard tree. This tree would be planted in the front yard and <br /> corner lots would get 2 yard trees, one along each street. Planting the trees <br /> would be the responsibility of the developer and maintenance would be the <br /> responsibility of the homeowner. <br /> • <br /> 13065 Orono Parkway • P.O.
