Meeting of the Elk River City Council <br />ver Held at the Elk River City Hall <br />Monday, April 2, 2018 <br />Members Present: Mayor Dietz, Councihnembers Olsen, Ovall, Westgaard, and Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Pormer, Arena Manager Rich Czech, City <br />Engineer Justin Femtite, and City Clerk Tina Allard <br />I. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 6:35 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance <br />The Pledge of Allegiance was recited. <br />3. Consider April 2, 2018, Agenda <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Olsen to approve the April 2, 2018, agenda. Motion carried 5-0. <br />4. Consider Consent Agenda <br />Moved by Councibnember Westgaard and seconded by Councilmember <br />Wagner to approve the following consent agenda: <br />4.1 March 19, 2018, Minutes <br />4.2 Check register, check numbers 9933-9934 and 105621-105781 as <br />outlined in the staff report. <br />4.3 Amend Resolution 17-81 regarding the 2018 Compensation Plan <br />4.4 Temporary On -Sale Liquor License to the Davis Darrow Meyer <br />American Legion Post 112 for July 19-22, 2018, with the following <br />conditions: <br />1. Alcohol must be confined to an area enclosed by a fence with <br />secured, controlled access and limited to the beer garden and <br />grandstand. Wrist band control is required for patrons 21 and over. <br />2. Applicant must contact the Sherburne County Sheriff's Office to <br />arrange for security needs. <br />4.5 Appoint David Williams as the Parks and Recreation Commission <br />representative to the Arena Commission for a term expiring February <br />28, 2020. <br />4.6 Lake Orono Beach Water Quality Testing Policy as outlined in the <br />staff report. <br />
