Meeting of the Elk River Board of Appeal and Equalization <br />Held at Elk River City Hall <br />Monday, April 9, 2018 <br />Members Present: Mayor Dietz, Councilmembers Westgaard, Olsen, and Ovall <br />Members Absent: Councilmember Wagner <br />Staff Present: Executive Secretary/Deputy City Clerk Jessica Miller <br />Also Present: Assistant County Administrator/Commercial Assessor Dan Weber, <br />County Assessor Greg Olson, Residential Appraiser Krista Thoe, <br />Residential Appraiser Beth Boysen, Agricultural Specialist Kristi <br />Botzek, Appraiser Shelly Maloney, and Apartment Appraiser Dave <br />Selbitschka <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Board of <br />Appeal and Equalization was called to order at 6:00 p.m. by Mayor Dietz. <br />2. Board of Appeal and Equalization <br />Greg Olson, Sherburne County Assessor, indicated the purpose of the Board of <br />Appeal and Equalization is to consider and review 2018 estimated market values and <br />property classifications for taxes payable in 2019. <br />Information was presented on the assessment procedures and statistics for the City <br />of Elk River 2018 assessments. <br />The Board of Appeal and Equalization heard appeals as outlined below: <br />1. Gary and Diane Stritesky, Parcel Identification Number 75-132-4100 <br />Mr. Stritesky was appealing the 2018 value of his home. He indicated his home <br />value increased from $108,900 in 2014 to $209,200 for 2018. He explained the <br />property had two parcel identification numbers and one legal description when <br />he purchased it so he worked with the county to combine the parcels. He also <br />purchased a small piece of property on the corner from the neighbor and would <br />like that parcel combined as well (parcel 75-413-0112). Mr. Olson noted he is not <br />an expert but he doesn't believe platted parcels (75-413-0112) can be combined <br />with non -platted parcels (75-132-4100). He noted the house and the lakeshore <br />parcel across the street are both unplatted. <br />Mr. Stritesky believes the large increase in his value may be due to the <br />combination of the house parcel with the Lakeshore parcel. He noted he has <br />completed about $23,000 in improvements over about four years. <br />
