<br /> <br /> <br /> <br />~ <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, JUNE 10, 1985 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Williams and <br />Gunkel <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item 3~ - Ramsey PUD Proposal, Item 8~A ~ Treatment Plant Supervisor, 8~ - <br />RDF, 8~C ~ Bridge Opening, and 8~D - Check Register, were all items added to <br />the June 10, 1985 City Council meeting agenda. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE AGENDA FOR THE JUNE 10, 1985 CITY <br />COUNCIL AGENDA AS AMENDED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />3. Resolution Recognizing the Bank of Elk River's 100th Anniversary <br /> <br />COUNCILMEMBER WILLIAMS~MOVED TO APPROVE RESOLUTION 84-17, A RESOLUTION RECOGNIZING <br />THE 100TH ANNIVERSARY OF THE BANK OF ELK RIVER. COUNCILMEMBER WILLIAMS SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3~. Ramsey PUD Proposal <br /> <br />Mr. Rick Breezee, Building and Zoning Administrator, was present to review with <br />the City Council, plans for a Planned Unit Development in the City of Ramsey. <br />Rick Breezee explained that the first phase consisted of single family housing <br />to be located adjacent to Jarvis, a City of Elk River Street. Rick Breezee <br />further indicated that it was originally intended for the development to have <br />access from Highway #10 but Burlington Northern had denied the request for a <br />railroad crossing which was necessary. Rick Breezee further indicated he was <br />very concerned with the condition of Jarvis and that both he and the Street <br />Superintendent felt that the road would not take any additional traffic. <br /> <br />Rick Breezee reviewed a letter dated June 7, 1985 to the City Planner, Anne Norris <br />of the City of Ramsey, stating these concerns and recommended that a feasibility <br />study be done to determine cost and extent of work on Jarvis Avenue that was <br />necessary to bring the road up to standard. Rick Breezee further indicated that <br />he did not feel the cost for the feasibility study should be borne by the City <br />of Elk River, as the City has no plans to make improvements to this road due to <br />its limited use by Elk River residents. <br /> <br />Rick Breezee indicated that a public hearing for the proposed PUD would be held <br />by the City of Ramsey on Tuesday, June 11th, and this item was being presented <br />to the City Council for their information. Rick Breezee further commented that <br />he also informed the engineer for the project, Pete Radeke, that the proposed <br />single family housing will abut both light and heavy industrial zoning of the <br />City of Elk River. <br />
