Ach, City Planner
DATE: April 23, 1996
SUBJECT: Ordinance Amendment Request by
the City of Elk River, Public Hearing
Case No. OA 96-2
Attachments
• Map of areas within urban service not presently served
• Memos to the Planning Commission and City Council dated 4/15/96,
• 2/27/96 and 2/19/96
• Growth management articles
Request
The City of Elk River is bringing forward an ordinance amendment to
consider deleting the requirement that commercial and industrial
development within the urban service district be required to hook up to city
water and sewer in order for development.
Overview
This issue has been presented and discussed with the Planning Commission
at an earlier workshop, as well as a joint meeting with the Planning
Commission and City Council and representatives of the Chamber of
Commerce. The primary issue at hand is whether to continue with a
fundamental growth management strategy which controls commercial and
industrial development from occurring unless water and sewer is available.
Or, to amend the current ordinance to provide the opportunity for
commercial, industrial and business park development to occur prior to the
availability of city water and sewer.
•
13065 Orono Parkway • P.O.
