At the November 27, 1995 City Council meeting, the Council passed <br /> a resolution ordering a public hearing on the proposed moratorium on the <br /> establishment of pawn shops and licensing of pawnbrokers and directed staff to <br /> grant no permits, approvals or licenses until the City Council has completed its <br /> public hearing on the proposed moratorium ordinance.
