Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Tom Sagstetter—Conservation and Key Accounts Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> April 10, 2018 2.3 <br /> SUBJECT: <br /> Public Electric Vehicle Charging Station Rates <br /> ACTION REQUESTED: <br /> Approve the revised Energy Management Electric Service Tariff and the Amended 2018 ERMU <br /> Fee Schedule. <br /> BACKGROUND: <br /> As part of the American Public Power Association(APPA) Deed Grant, Elk River Municipal <br /> Utilities (ERMU)proposed implementing Time-of-Use (TOU) rates for public electric vehicle <br /> charging stations. At the time of the installation of the public charging stations, ChargePoint did <br /> not have a platform to support TOU rates. Over the last year ChargePoint has developed this <br /> capability and ERMU is now proposing to implement TOU rates that are very similar to the <br /> rates approved for the Electric Vehicle Charging Program available to customers in their home <br /> or business. <br /> DISCUSSION: <br /> Staff has done market research on other public charging stations in the area. The majority of the <br /> DC Fast charge units have a fixed connection fee of$5.00 per session and an energy rate <br /> between $0.15 and $0.20 per kWh. The Level Two chargers are a bit more diverse in the pricing <br /> structures and range from free (at retailer owned stations)to $2.00 per hour. Currently the DC <br /> Fast and the Level Two charger fees are $1.00 per hour for the first 3 hours and $2.50 per hour <br /> after 3 hours with no separate energy rates per kWh; these fees are currently listed on ERMU's <br /> 2018 Fee Schedule. <br /> Staff is proposing new fees that would be composed of a flat connection fee and a separate TOU <br /> energy rate. For the DC Fast charger there would be a connection fee of$5.00 per charging <br /> session, and a$2.00 connection fee per charging session for the Level Two charger. The energy <br /> (kWh) rate for both the DC Fast and Level Two would be billed on a per kWh basis depending <br /> on the time of day, and day of the week.
