r-Q --\. <br /> ( ITEM 5.10. <br /> ity of / MEMORANDUM <br /> .lkPlanning <br /> River TO: Commission <br /> FROM: Gary Schmitz, Planning Assistant G <br /> DATE: June 27, 1995 <br /> SUBJECT: Ordinance Amendment by the City of <br /> Elk River/Public Hearing <br /> Case No. OA 95-7 <br /> Request <br /> The City of Elk River is requesting an ordinance amendment which would <br /> amend Section 900.12, "Permitted Accessory Conditional Uses by District." <br /> The amendment would include changing screened outdoor storage areas from <br /> a permitted use to a conditional use in both the I-1 (Light Industrial) and I-2 <br /> (Medium Industrial) zoning districts. The amendment would also consist of <br /> requiring that outdoor storage areas be accessory to a principle use. <br /> III Attachments <br /> Ordinance 95- <br /> Analysis <br /> Recently staff has become aware of a problem related to the use of screened <br /> outdoor storage areas in industrial zoning districts. The existing ordinance <br /> currently allows screened outdoor storage as a permitted use in both the I-1 <br /> (Light Industrial) and I-2 (Medium Industrial) zoning districts. Staff is <br /> proposing an ordinance amendment which will permit outdoor storage as a <br /> conditional use in both the I-1 and I-2 zoning districts when it is accessory to <br /> a principle use. The conditional use permit will allow the Planning <br /> Commission and City Council an opportunity to review the outdoor storage <br /> request and require necessary conditions to properly screen the storage. <br /> This amendment has been triggered by a recent request to store equipment <br /> and construction material on a vacant lot in an industrial zoned area as a <br /> permitted use. The proposal does not involve any type of building and <br /> consists of a user simply using the parcel for storage on a vacant lot. It is <br /> staffs opinion that outdoor storage should be accessory to a principle use <br /> 111 such as a warehouse, light manufacturing plant, contractor business, etc. <br /> 13065 Orono Parkway • P.O.
