AGENDA ITEM 6.3 <br /> y of MEMORANDUM <br /> J • <br /> River TO: PLANNING COMMISSION <br /> FROM: STEPHEN ROHLF, <br /> BUILDING AND ZONING <br /> ADMINISTRATOR z-- <br /> DATE: MAY 11, 1994 <br /> SUBJECT: TOURS <br /> NSP's Refuse Drive Fuel Plant/United Power Association's Power <br /> Plant <br /> NSP and UPA have graciously extended an invitation to the City Council and <br /> Planning Commission to tour their facilities. If you have never been to these <br /> facilities it's a unique opportunity that will aid in your decision making when <br /> their licenses and conditional use permits are renewed. <br /> The date available is June 4th, which is a Saturday. The tour will start at <br /> • the NSP/ RDF Facility at 9:30 a.m. We will be at the RDF Plant for about an <br /> hour and then tour the UPA Facility for approximately an hour. <br /> It is the most convenient for NSP and UPA if the City Council and Planning <br /> Commission take this tour at the same time. We will meet at City Hall at <br /> about 9:15 a.m. and carpool to the facilities. <br /> Barton Sand and Gravel Company <br /> Gary Saver, president of Barton Sand and Gravel, has extended an invitation <br /> to the City Council and Planning Commission to tour their gravel mining <br /> areas in both Maple Grove and Aspen Minnesota. In Maple Grove there are <br /> areas that are partially reclaimed and also areas where roadways had to be <br /> lowered after gravel mining. In the City of Aspen there is a 160 acre site that <br /> is fully reclaimed. The staff feels this would be a good education for <br /> reviewing future conditional use permits on mineral excavation. <br /> The date available is Saturday, July 23rd. Staff is recommending that a <br /> small bus is rented and we would leave City Hall at 9:30 a.m. If the <br /> Planning Commission and Council only wish to tour the Maple Grove sites, <br /> we would be back in Elk River by 12:00 p.m. If Aspen is included, we would <br /> 1111 be back in Elk River by 2:00 p.m. <br /> P.O.
