r'/ A ITEM 11
•tyof , TO: PLANNING COMMISSION
iF1kRi•
ver FROM: STEVEN B. ACH, CITY PLANNER <,,_
DATE: SEPTEMBER 28, 1993
SUBJECT: CODE AMENDMENT FOR ZERO LOT LINE
DEVELOPMENTS
ANALYSIS
Zero lot line developments are currently allowed in all multi-
family districts, C2 (Office District) , and C3 (Highway
Business) zoning districts . The proposed amendment would also
include zero lot line developments in both light and medium
industrial zoning districts . In addition, the current
provisions for allowing a zero lot line development would be
moved from the section entitled "Yard Regulations" and listed
as conditional uses in each of the appropriate zoning district
text.
This amendment will help clarify the process for approving zero
lot line developments and give the Planning Commission and City
Council the opportunity to attach any conditions that may be
necessary when approving a zero lot line development.
• Furthermore, a definition will be included in the zoning
ordinance. This definition is proposed to include not only
zero lot line developments for buildings, but also parking
areas that are developed under a "shared parking" concept.
Attached is a draft ordinance with the proposed amendments .
RECOMMENDATION
Staff recommends the Planning Commission recommend approval of
the code amendment as outlined in the draft ordinance and
deleting zero lot line developments from the the "Yard
Regulations" section.
•
P.O.
