-C./
_\.( ITEM 8
III ityff TO: PLANNING COMMISSION
kRiver FROM: STEPHEN ROHLF, BUILDING AND ZONING
ADMINISTRATOR
DATE: MARCH 17, 1993 c;K
SUBJECT: ORDINANCE AMENDMENT SECTION 900 . 30
(5) (c) ( ii . ) "ROOFING STANDARDS" BY
JOHN WEICHT/PUBLIC HEARING
John Weicht is requesting the City of Elk River consider an
ordinance amendment that would allow non-colored metal roofs
where the pitch of those roofs is 1 to 12, or flatter. Mr.
Weicht feels flat roofs do not need to be colored metal because
they can not be seen from the ground. He contends that
requiring colored metal is a needless increase to the cost of
construction. Staff did contact 2 suppliers of metal roofing
materials . One company indicated colored metal roofing versus
non-colored metal roofing would increase the cost by .27 per
square foot. The other company indicated the increased cost
would be . 25 per square foot.
The City eliminated non-colored metal roofs to avoid glare to
• adjacent properties . The incident that stirred the City to
this action involved a multifamily garage with a galvanized
metal roof, which reflected light to the adjacent multi-story
Guardian Angels building.
When reviewing this ordinance, the Planning Commission should
consider the likelihood of multi-story buildings being built
adjacent to flat, non-colored metal roofs . Certainly, anywhere
a C-3, I-1, or I-2 zone abuts a multifamily zone, the
likelihood is high that a multi-story building could be built
adjacent. It is also possible that in the future, Elk River
will see multi-story buildings within the C-3, I-1, and I-2
zones .
Mr. Weicht indicated there is a non-colored, galvanized roofing
material called galvalume, which has a dull satin finish.
Manufacturers of this product indicated it will still reflect
some light, however, not at the intensity of normal galvanized
roofing material . The City should not needlessly add to the
cost of construction, however, consideration must be given to
future long term development in Elk River. The attached
ordinance amendment reflects the requested change, if approved.
III
720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420
