CU 92-025 <br /> APPLICANT <br /> The applicant, Steven Shoemaker ( 11106-190th Avenue NW) is <br /> requesting a conditional use permit to excavate a wetland area <br /> to create an open water pond in Royal Oaks Ridge. <br /> BACKGROUND <br /> The Planning Commission originally reviewed this item at the <br /> December 22 , 1992, meeting and it was continued to January 26, <br /> 1993, allowing the applicant to address several concerns <br /> (including traffic, size of the pond, duration of the project, <br /> and comments from the DNR) . For details, I have attached a <br /> copy of the memo dated December 16, 1992, and the December 22, <br /> 1992 , Planning Commission Minutes . <br /> • TRUCK TRAFFIC <br /> The applicant has obtained permission from property owners <br /> Larry Morrell and George Deschenes to route truck traffic <br /> through their property to County Road 13, south of the affected <br /> property. The trucks would enter onto County Road 13, <br /> approximately 1/4 mile from its intersection with 5th Street. <br /> Staff spoke with Harvey Richner, Sherburne County Highway <br /> Department, regarding access to the County Road. Mr. Richner <br /> stated although no access permit would be required, the County <br /> would like to see the area "signed" to inform traffic of trucks <br /> entering and exiting in this location. Also, the applicant <br /> will need to comply with weight restrictions placed on County <br /> roads . It appears that a field road exists in this location, <br /> however, the applicant has indicated fill may need to be <br /> brought in to support the weight of the trucks . <br /> REVISED SITE PLAN <br /> I have included a copy of the revised site plan for your <br /> review. Although the surface area of the pond would remain <br /> approximately 3 acres, Mr. Shoemaker has revised the site plan <br /> to reduce the estimated amount of excavated fill from 31,250 <br /> cubic yards of fill to 19,000 . This was done by reducing the <br /> • slopes and depth of the pond. The north 1/2 of the pond would <br /> maintain 5 : 1 slopes and would have an average depth of 4-5 <br /> feet.
