Stephen Rohlf; Building <br />and Zoning Administrator. and Peter Beck; Assistant City <br />Attorney. and John Klovning. RDF City Consultant from Cedar <br />Corporation <br />was called to order at 7:30 p.m. by Mayor Gunkel. <br /> <br />1. The meeting <br /> <br />2. Consider Agenda <br /> <br />The agenda was changed as follows: 5.2 - License Request by NSP. 5.3 - <br />Zone Overlay Request by NSP. 5.4 - Conditional Use Permit Request by UPA. <br />5.5 - License Request by UPA. 5.6 - Zone Overlay Request by UPA. 4.5 - <br />Presentation by Gary Ackerman and under other business; 7.1 - ingress. <br />egress situation at Northbound Liquor Store. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE AGENDA AS AMENDID . <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />3. <br /> <br />Consider 2/2/87 City Council Minutes <br /> <br />Under item 10.1. delete the word "feeling" and add the word "consensus." <br />Also under this same item add the following: "Rob Vanvalkenberg did not <br />respond for reappointment to the EDC. Hank Duitsman responded favorably. <br />however. it was the consensus of the Council that Hank was already on the <br />HRA Committee and Utility Commission and the Council preferred to bring <br />new people on the Committee." <br /> <br />COUNCILMEMBER TRALLE <br />MINUTES AS AMENDED. <br />PASSED 5-0. <br /> <br />MOVED TO APPROVE THE FEBRUARY 2. 1987 CITY COUNCIL <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION <br /> <br />4. Open Mike <br /> <br />No one appeared before the Council for this item. <br /> <br />4.5. Presentation by Gary Ackerman <br /> <br />Mr. Gary Ackerman. president of Trio Energy. stated he was summoned to <br />appear before the City Council by a group of concerned citizens. He <br />indicated he would like to present to the City of Elk River an energy <br />process that does not burn and does not pollute the atmosphere. Mr. <br />Ackerman stated he would like to present this type of energy process to <br />the City Council and citizens at a future date as an alternative to RDF. <br /> <br />Mayor Gunkel stated that if Mr. Akerman were interested in pursuing this <br />type of proposal he should contact Sherburne or Anoka County. <br />
