<br /> <br />Item # 6.11. <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />March 21, 2005 <br /> <br />File: 800116J-0060 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: LINE AVENUE CUL-DE-SAC <br /> <br />Dear Council Members: <br /> <br />Several weeks ago when the City Council discussed the Line Avenue cul-de-sac issue, it was <br />the consensus of the City Council that now was not the appropriate time to construct a cul- <br />de-sac on the north end of Line Avenue, eliminating the access directly to Twin Lakes Road. <br />When that decision was made, I asked whether the City Council would want to consider <br />constructing a median in Twin Lakes Road at the Line Avenue intersection to eliminate left <br />turns at this intersection. The City Council asked me to come back a later date with <br />drawings to show the area so there would be a clear understanding of what I was suggesting. <br /> <br />Attached is a location map that shows the general area in question. The concern that I <br />raised previously was relative to the area referred to as Marshes of Trott Brook. This is an <br />approved townhouse development containing 51 units. Currently, the ten units closest to <br />Twin Lakes Road are constructed but possibly only two of them are occupied; the rest are <br />either "for sale" units or being utilized as an office for marketing purposes. The second <br />exhibit attached is Plan Sheet C2 from our preliminary set of plans relative to the Line <br />Avenue cul-de-sac issue. I have marked up this exhibit to show where Line Avenue comes <br />into Twin Lakes Road and where the access from Marshes of Trott Brook also meets Twin <br />Lakes Road. I have cross-hatched the proposed median construction in Twin Lakes Road <br />that would have been constructed with the Line Avenue cul-de-sacing. My suggestion to the <br />City Council would be to consider constructing the median closure along Twin Lakes Road <br />at this time, even though Line Avenue will not be cul-de-saced. The benefit of this would be <br />that it would eliminate left turns out of Marshes of Trott Brook, or worse yet, the straight <br />across movement to utilize Line Avenue as a shorter route to Main Street at Trunk Highway <br />169. As shown on the previous exhibit, eventually there will be 51 townhome units which, <br />according to textbook numbers, will generate approximately 300 trips a day.
