<br /> <br />*Item 3.10.* <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Bill Maertz, Director of Parks and Recreation <br /> <br />DATE: April 4, 2005 <br /> <br />SUBJECT: Rain Garden at Orono Park <br /> <br />Backiround <br />Parks and Recreation staff has been collaborating with staff of the Sherburne Soil and Water <br />Conservation District to develop a rain garden project at Orono Park. This type of <br />innovative storm water management will be an important part of improving water quality in <br />the watershed of the Elk River. <br /> <br />Summary <br />14.7 acres of land drain into Lake Orono through Orono Park. The runoff from the <br />impervious surface carries automobile byproducts, goose droppings and sediment. <br />Constructing a rain garden and a filter strip will treat the runoff from13.8 acres. Additional <br />measures will be studied to treat the remaining area. <br /> <br />The total cost of this project is $16,262. The Sherburne Soil and Water conservation district <br />will pay $12,197 (75%). The city of Elk River's share would be $4,066 (25%). The City of <br />Elk River can substitute in-kind labor worth $2,969, leaving a balance of $1,097. <br /> <br />Staff has reviewed the approved master plan and this project does not conflict with the <br />improvements scheduled for 2009. <br /> <br />Action Requested <br />Authorize staff to enter into a agreement with the Sherburne Soil and Water Conservation <br />District to construct a demonstration rain garden and filter strip at Orono Park. <br /> <br />Attachments <br />.
