<br />HEAVENLY HILLS NEIGHBORHOOD INFORMATIONAL MEETING <br />MONDAY. MAY 9. 1988. 6:45 P.M. <br />HELD AT THE ELK RIVER CITY HALL <br /> <br />e <br /> <br />Members Present: Mayor Gunkel. Council Members Dobel. Tralle. Schuldt <br />and Holmgren <br /> <br />Also Present: <br /> <br />Residents from approximately ten properties within the <br />Heavenly Hills area. <br /> <br />Councilmember Tralle. who lives within the Heavenly Hills subdivision. opened <br />the informational meeting by discussing the Growth Management Plan zoning <br />density options that affect the Heavenly Hills area. This subdivision. which <br />lies north of County Road 33 and east of Highway 169. is on the dividing line <br />between a proposed new residential zone of one housing unit per ten acres and <br />the old rural residential housing zone of one unit per 2~ acres. <br /> <br />Councilmember Tralle noted that a recent subdivision application by a home <br />owner in the Heavenly Hills area came before the City Council. The request <br />was to subdivide an existing five acre parcel into two 2~ acre parcels. Some <br />individuals at this subdivision public hearing expressed their concern about <br />retaining large lots in the area. Those comments directly led to this <br />informational meeting to receive input from homeowners on the desired <br />residential density in the Heavenly Hills area. <br /> <br />e <br /> <br />Councilmember Tralle indicated that the current zoning ordinance allows for <br />2~ acre m1n1mum lot sizes within the Heavenly Hills subdivision. It was <br />noted that if the Heavenly Hills area is rezoned to low density residential <br />from its current agricultural zone. that existing uses would be grandfathered <br />in for existing property owners. Councilmember Tralle indicated his personal <br />preference was to retain the large lot atmosphere and he desired to be placed <br />within the ten acre minimum lot size zone. Mr. Tralle also indicated that he <br />had received telephone calls from two property owners. Mr. & Mrs. Hoag and <br />Mr. Mitchell who both prefer the ten acre zone to the 2~ acre zone. <br /> <br />At this time. Councilmember Tralle asked for a show of hands from the property <br />owners present as to their desire for being placed in the one housing unit per <br />ten acre zone or the one housing unit per 2~ acre zone when the Growth <br />Managment Plan is considered. Eight individuals responded that they prefer <br />the ten acre zone and two individuals indicated they prefer the 2~ acre zone. <br />Councilmember Tralle indicated that if any individuals are considering <br />subdivision of their properties. then they should make application as soon as <br />possible. This is because the current rules allow subdivision and if the <br />Growth Management Plan is approved. which calls for ten acre minimum lot size <br />in the Heavenly Hills area. no further subdivision of lots less than 20 acres <br />would be allowed. Councilmember Tralle informed the property owners that more <br />information can be obtained from the Building and Zoning Administrator. <br />Stephen Rohlf. <br /> <br />A list of individuals who attended the meeting is attached. <br /> <br />The meeting ended at approximately 7:20 p.m. <br /> <br />.
