<br />POLICE <br /> <br />City of Ell< River <br />2004 Annual Report <br /> <br />MISSION STATEMENT: <br />The mission of the Elk River Police Department is to provide quality, professional, fair, and <br />impartial police services to all of our citizens. <br /> <br />YEAR IN REVIEW <br /> <br />The Police Department continues to provide a professional level of service to all residents and <br />businesses within our community. As the Chief, I am so pleased with the level of performance <br />and daily work of each member of this agency. The professional demeanor of the staff, their <br />strong ethical beliefs, and their attention to duty result in exemplary attitudes which are <br />reflected in the high level of safety and comfort that our citizens feel while living here in Elk <br />River. <br /> <br />The new facility continues to be one of our greatest assets, giving the staff the building comforts <br />while in turn also supplying them with the tools needed to do their jobs. We are currently <br />operating very efficiently, with staff often suggesting and implementing change to increase both <br />the productivity and effectiveness in direct relation to the tremendous flow of records and <br />reports that are handled each and every day. <br /> <br />As stated last year, I have been given a great management team and staff to assist me in <br />managing this department, and I must give my commendation to Captain Bradley R. Rolfe for <br />his tireless dedication and efforts; and to Investigative Sergeant Thomas Tyler for his continued <br />support and hard work as well. The patrol sergeants have also been invaluable in their <br />supervision of the patrol staff as well as Michelle Masica's excellent management of the clerical <br />division. Last, my thanks to Kathy Anderson for her ability to know what needs to be done, <br />without direction and requests, all to complete those tasks within the allotted time frame. <br /> <br />Each and every employee not personally mentioned is commended and thanked for their <br />performance last year as well. I am proud to be the Chief of this fine agency, but can't take <br />credit for the daily work that each employee performs each and every work day. These <br />employees are the reason that Elk River is a safe place to both work and live. <br /> <br />The workload for the department in terms of calls for service has been fairly level for several <br />years. Our total Primary Calls for Service in 2004 was 16, 134 - 460 less calls than last year or a <br />2.8% decrease. Total recorded incidents for 2004 were 18,129 - a decrease of 121 incidents <br />compared to 2003 when the total recorded incidents was 18,250. <br /> <br />The largest change in our actual call load is the significant increase in both Part I and Part II <br />crimes. In 2004 we had the largest reported number of Part I and Part II crimes. We <br />experienced a 20% increase in Part I crimes, or the serious crime category, with 146 additional <br />offenses being reported this year. Unfortunately this was accompanied by a reduction of 5% in <br />the number of cases cleared, with only 18% being cleared either by arrest or other means. I <br />attribute this to several new challenges facing our department as the City of Elk River continues <br />to grow. <br />
