<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />TUESDAY, JANUARY 22, 1991 <br /> <br />Members Present: <br /> <br />Mayor Tralle, Councilmembers Schuldt, Holmgren, <br />Kropuenske, and Dietz <br /> <br />Members Absent: <br /> <br />None <br /> <br />Also Present: <br /> <br />Pat Klaers, City Administratorj and Lori Johnson, <br />Finance Director <br /> <br />Pursuant to due call and notice thereof, the meeting was called to order at <br />7:00 p.m. <br /> <br />The City Administrator indicated that he had been approached by the Assembly <br />of God Church regarding a youth worker program. The City Council agreed <br />that a riverbank clean up along the Mississippi River from Babcock Park to <br />the C1owntown area and beyond would be appropriate and that the City street <br />crew should be available as needed. <br /> <br />Roger Holmgren gave an overview of the Community Center Task Force's work <br />and draft proposal. He indicated that the group addressed design and <br />phasing, sites, "selling" the project to the public, and financing. <br /> <br />The Council then discussed site selection for the community center and also <br />for City Hall and Police complex. The Council reviewed the components of <br />the draft proposal and also reviewed the community center needs as described <br />in the community survey. The City Council concluded that although the draft <br />proposal addresses the ultimate community center needs, the proposal would <br />not be salable to the citizens at this point. <br /> <br />The Council felt that the need for meeting and community rooms (the highest <br />ranking need in a community center) could be met by incorporating these <br />items into a City Hall complex which could be constructed without a <br />referendum. <br /> <br />Three sites were discussed for the City Hall complexj the Morrell property, <br />the cemetery property and downtown river property. <br /> <br />The Ci ty Counci 1 concluded that a. referendum for the proposed community <br />center, even for Phase I of a community center, would not pass at this <br />time. Also, there was a consensus that construction of a City Hall and <br />Police facility was a more urgent need at this time than a recreational or <br />community center facility. The Council also agreed that it was not <br />appropriate to spend add i tional funds to prepare for the possibil i ty of a <br />referendum. The Council further agreed that the Ci ty should pursue a site <br />
