City °` MEMORANDUM <br /> hl <br /> R 0 <br /> Vel' <br /> TO: Heritage Preservation Commission <br /> FROM: Zack Carlton, Planning Manager <br /> DATE: October 16, 2017 <br /> SUBJECT: Regular Meeting of the Elk River Heritage Preservation Commission <br /> This is a brief discussion of the meeting on Thursday, October 19, 2017, at 6:00 p.m. at the Elk <br /> River City Hall. The agenda is included with this memo. <br /> General Business <br /> 5.1 Heritage Preservation Conference Recap <br /> Commissioner Mortensen and Planner BrieAnna Simon will provide a summary of the <br /> seminars and events they attended during this year's conference. <br /> 5.2 Jackson Street Water Tower <br /> Since the May 2017 meeting, staff spoke with a number of companies seeking a consulting <br /> firm to prepare the architectural plans and studies needed to move the restoration process <br /> forward. Staff received an estimate from Kodet Architectural Services, and used that <br /> estimate to apply for a grant to fund the approximately$8,000 cost to prepare the <br /> drawings. The City of Elk River has been issued this grant for the full request. The first <br /> step of this the architectural plans and studies will include an Unmanned Aerial Vehicle <br /> (UAV) scan of the Jackson Street Water Tower. Kodet Architectural Services will be <br /> conducting a UVA on Thursday January 25th,2018—weather permitting. <br /> Once the architectural plans and study has been completed, the next step in the process <br /> will be to apply for a grant in May 2018 to fund the actual restoration work. Unfortunately <br /> it appears the previous estimate of$85k to restore the tower was inaccurate, and Kodet <br /> has provided a cost closer to $300k for a complete project. <br /> 5.3 2017/2018 Guided Historic Walk Tours <br /> In 2017 Commissioner Lindberg provided two guided walking tours before the Thursday <br /> concerts in downtown. After the first tour a full-page write-up of the appeared in the Star <br /> News, and a second one was scheduled.
