Greater Minnesota
REGIONAL PARKS & TRAILS COMMISSION
December 9, 2017
Mr. Michael Hecker
City of Elk River Parks and Recreation Department
13065 Orono Parkway
Elk River, MN 55330
Dear Michael,
On behalf of the Greater Minnesota Regional Parks and Trails Commission, congratulations on
your successful funding application, 17-0095F Woodland Trails Regional Park Phase I
Development. The Commission approved your full request of$362,000. The approved project
within the park will consist of the installation of a children's nature play area, a picnic shelter
capable of accommodating groups of approximately 50 people, trailhead improvements and
wayfinding signage, upgrades to the biathlon range to incorporate archery, and invasive species
removal.
As you know, the Commission's recommendation is the first step in a process that includes
approval of DNR Commissioner Landwehr and the Minnesota Legislature during their upcoming
2018 session. Once all the necessary approvals have been made, you will begin the process of
completing a grant application with the Minnesota DNR; all GMRPTC grants are made through
the DNR.
When you speak with your local legislative delegation about your funding proposal, please ask
them to support the full funding recommendations made by the Commission, rather than your
specific request. There is synergy in asking for the entire funding package to be approved
rather than individual projects.
If the Commission's recommendations move smoothly through the process, please remember
that no funds, neither grant nor match, may be expended prior to a fully executed agreement
with the DNR.
Again, congratulations on your successful application. Please do not hesitate to contact me if
you have any questions.
Best regards,
Renee Mattson
Executive Director
Greater Minnesota Regional Parks and Trails Commission Hard copy via USPS
