Item: 7
‘Liti%\4
C
ity ofMemorandum•••
River
To: Parks and Recreation Commission
From: Michael Hecker,Parks and Recreation Director
Date: November 8, 2017
Subject: Director's Report
This report is a monthly highlight of department activities related to collaborations, strategic
planning, staff changes/developments, and park operations.
Elk Rivers Ice Arena and Lion John Weicht Park Facilities Design
The design group has been in the schematic design phase reviewing the program areas for both the
ice arena design and Lion John Weicht Park. We are reviewing how programming and meeting
room space can best be utili7ed in the new facilities. The seating capacity of the main ice arena has
been the main focus. This is one of the main costs factors in the overall design that will make a
huge difference in the overall project cost. Programming of this space including dry floor space is
being reviewed. Dry floor space considerations are special shows and sports turf. Turf space could
be utili7ed by the community from March through May.
The ISD 728 School Superintendent Dr. Dan Bittman and Administration met with the design
group on October 30 to review a number of items, including the two softball field orientations at
Lion John Weicht Park. Athletic field lights will be incorporated in the overall design. Lions Park
Center will lose its kitchen and high bay space. The current shelter will be demolished and replaced
by a new 100-person size shelter for rentals and programming. The amphitheater and small
playground will be demolished to be replaced by a larger parking lot. Staff plans to meet with the
Lions Club and other groups regarding the new designs.
Senior Activity Center
The City Council will discuss and provide direction at the November 6 work session regarding the
Senior Activitiy Center and senior programming. The Activity Center is in need of substantial
improvements to maintain operations and continues to be the most expensive programmed
recreation facility in our inventory for the General Fund. Finding a suitable solution that meets the
needs of our growing senior population and is in the best financial interest of taxpayers is an
important consideration.
Bailey Point Nature Preserve Clean Up Day
The annual Busting Buckthorn clean up event at Bailey Point on October 19 was able to successfully
remove a large portion of buckthorn from the park's interior. A picture of the group is attached.
[ POWERED N: and Recreation\Commission\Packets\2017\11-08-17 PRC Packet\Director's Report 11-08-17.docx NATURE
