The current use of the site is consistent with highway business uses. <br />2. The proposed land use is consistent with the surrounding land uses. <br />3. The use would not have adverse impacts on the surrounding land uses. <br />4. The proposed changes are in general conformance to the adopted Comprehensive Plan. <br /> <br />Background/Discussion <br />Case No. LU 17-02 <br /> <br />The applicant is seeking a land use amendment in conjunction with a zone change (ZC 17-07). The land <br />use amendment is needed before a zone change can occur. Staff is recommending approval of the ZC <br />17-07. <br /> <br />The subject property currently has a land use designation of Industrial. The Industrial land use includes <br />all forms of businesses with manufacturing, distribution, warehousing or other industrial use and is <br />commonly referred to as “Light Industrial,” “Medium Industrial” or “General Industrial.” <br /> <br />The applicant is requesting the property be guided as Highway Business which supports a zoning <br />classification of C-3 Highway Business. The Highway Business land use ranges from moderate to high <br />intensity forms of commercial development in Elk River. Businesses in this category may be the largest <br />both in terms of size and traffic generation while also providing services and convenience types of <br />business. <br /> <br />Future Highway Business developments should be located within the Urban Service Boundary and <br />adjacent to regional highways with both visibility and access. Examples of Highway Business uses include <br />discount retailers, grocery, restaurants, automotive sales and service, general merchandise, and <br />professional services. <br /> <br />The subject property is adjacent to County Road 1 and the existing tenants provide professional services. <br />There is a small area of Highway Business across County Road 1 from the subject property. <br /> <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br />
