The current use of the site is consistent with highway business uses. <br /> 2. The proposed land use is consistent with the surrounding land uses. <br /> 3. The use would not have adverse impacts on the surrounding land uses. <br /> 4. The proposed changes are in general conformance to the adopted Comprehensive Plan <br /> Background/Discussion <br /> The applicant is seeking a land use amendment in conjunction with a zone change (ZC 17-07). The land <br /> use amendment is needed before a zone change can occur. Staff is recommending approval of the ZC <br /> 17-07. <br /> The subject property currently has a land use designation of Industrial. The Industrial land use includes <br /> all forms of businesses with manufacturing, distribution, warehousing or other industrial use and is <br /> commonly referred to as "Light Industrial", "Medium Industrial" or "General Industrial." <br /> The applicant is requesting the property be guided as Highway Business which supports a zoning <br /> classification of C-3 Highway Business. The Highway Business land use ranges from moderate to high <br /> intensity forms of commercial development in Elk River. Businesses in this category may be the largest <br /> both in terms of size and traffic generation while also providing services and convenience types of <br /> business. <br /> Future Highway Business developments should be located within the Urban Service Boundary and <br /> adjacent to regional highways with both visibility and access.
