Call Meeting to Order <br /> Pursuant to due call and notice thereof,the meeting of the Elk River Housing and <br /> Redevelopment Authority was called to order at 3:00 p.m. by Chair Toth. <br /> 2. 2018 HRA Budget <br /> Ms. Othoudt stated that action needs to be taken by the HRA on the budget on August 7, <br /> for City Council approval on September 4. She explained the 35 percent decrease in <br /> expenditures,related to other professional services,postage, travel,conferences and schools, <br /> and contractual services. <br /> Ms. Othoudt noted that they will need to update the strategic plan in two years. Some <br /> discussion followed regarding hiring a consultant for this process. <br /> Ms. Othoudt noted that there may be a staff position to include in the budget that will <br /> shared by the HRA,EDA and Parks and Recreation. She will provide more information on <br /> this as it becomes available. <br /> Further discussion followed regarding the use of reserve funds to purchase properties for <br /> redevelopment. <br /> The consensus of the HRA was to increase the Blighted Properties Program Funding to <br /> $75,000. Ms. Othoudt explained that Acquisition funds were moved to Miscellaneous. <br /> Discussion followed regarding funding for the Rehab program and acquisition. It was the <br /> consensus of the HRA to wait until staff had the estimated market value from Sherburne <br /> County before making a decision on the amounts to fund these items. <br /> • <br />
