Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Eric Volk—Water Superintendent <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> August 8, 2017 5.4 <br /> SUBJECT: <br /> Field Services Facility Expansion Project <br /> ACTION REQUESTED: <br /> Approve the purchase of wetland credits from the City of Elk River <br /> DISCUSSION: <br /> Staff has been working with City of Elk River and Kjolhaug Environmental to relocate the <br /> wetlands located at the Field Services Facility. A packet has been submitted to the city for <br /> review and approval. The packet will work its way through the Technical Evaluation Panel <br /> (TEP) for their recommendations. After the relocation is approved, we will purchase the wetland <br /> credits from the City of Elk River. The relocation of the wetlands and improved stormwater <br /> management plan will improve the quality of both the bordering wetlands, and collected <br /> stormwater before it's released into the Elk River. <br /> Staff has also been working with Kodet Architectural Group in order to determine an overall <br /> footprint for the expansion. The focus has been to ensure a design that will allow for efficient <br /> workflow,provide for a more organized facility, and have a neighborhood friendly appearance. <br /> Furthermore, staff is asking for two volunteers from the commission to be part of a workgroup <br /> that will help with the design of the new field services facility. <br /> FINANCIAL IMPACT: <br /> The financial impact will be $27,991.66.
