Both rinks utilize an R22 refrigerant system which is no longer manufactured and will eventually be <br /> banned from use worldwide. Both refrigerant systems are failing as are many of the building's structural <br /> and mechanical systems due to age and use. <br /> The city council initiated a facilities task force in 2016 to research and propose options for the Ice Arena, <br /> the Activity Center 55+ and the Lions Park Center,all of which are in need of significant structural and <br /> mechanical improvements due to their age and use. <br /> The task force considered three options, a new multipurpose facility, expansion/rehabilitation/demolition <br /> of the existing facilities, and repair/upgrade in place. The task force recommended construction of a new <br /> multipurpose facility as a first option as it would create a facility with a central place of community, <br /> maximize efficiency is staffing, use, construction, and meet the longest-term needs with minimal temporary <br /> displacement of facility users. <br /> The council directed staff to prepare for a community-wide referendum on a multipurpose facility held <br /> during the 2016 general election. The referendum failed by 818 votes with 12,528 votes cast. <br /> On January 17, 2017, the city council directed staff to begin preparations for the second task force <br /> recommendation. City and school district representatives met to discuss the high school campus and <br /> athletic facility improvements following the results of an ISD #728 facility task force. 292 Design Group <br /> and JLG Architects provided concepts for arena improvements which were shared with school district <br /> officials and their architects. <br /> If the desire is to reconstruct an improved ice arena with anticipated opportunity for future growth and <br /> expansion, as well as add needed community space on the high school site, the attached concept plan <br /> meets that need.
