<br />rei ---\) <br />( )j <br />Till{ <br /> <br />**Item 3.5.** <br /> <br /> <br />Memorandum <br /> <br />River <br /> <br />TO: MAYOR AND CITY COUNCIL <br /> <br />FROM: STEPHEN ROHLF <br /> <br />DATE: JUNE 28,1999 51( <br /> <br />SUBJECT: REPLACING ENVIRONMENTAL <br />AND CODE ENFORCEMENT <br />OFFICER <br /> <br />Attached to this memo is a letter of resignation from Laurie Mezera-Kerr, City <br />Environmental and Code Enforcement Officer. For approximately the last two years Ms. <br />Mezera-Kerr has filled this position, doing a good job with recycling issues and nuisance <br />complaints. She will be missed. <br /> <br />This is a vital position for the city. Coordinating the city's refuse collection franchise, <br />organizing the various clean-up events, serving as the city's representative on the <br />Sherburne County Solid Waste Committee, and responding to the ever increasing number <br />of complaint calls are only part of the duties of this position. <br /> <br />. <br /> <br />Staff is requesting to refill this position. Staff will first try to find a qualified candidate <br />without advertising to speed up the hiring process. Summer is the busiest time for <br />complaint calls and the city is in the process of renegotiating the refuse hauler's contracts. <br />Staff is recommending the city take Ms. Mezera-Kerr up on her offer to aid the city on an <br />hourly bases with the hauler negotiations, which will happen after her termination date. <br /> <br />Ms. Mezera-Kerr recently went from full time to part time, 20 hours per week. When this <br />change occurred, staff received permission to hire a full time intern for the summer to aid <br />with complaint calls. Staff is recommending the city hire a full time Environmental <br />and Code Enforcement Officer and eliminate the internship. The internship is <br />proving to be a hard position to fill and one less body at City Hall will help with space <br />needs. <br /> <br />This position is currently a pay grade 8, which is a range of $11.73 to $16.68 per hour. <br />This pay range may make it difficult to find a qualified candidate. Dealing with nuisance <br />complaints is a tough job, which also adds to the turn over rate. Staff will keep the <br />Council advised on the progress in filling this position or the need to adjust it to find a <br />candidate. <br /> <br />~ <br />. <br /> <br />13065 Orono Parkway · P.O.
