Item #6.3.

MEMORANDUM

TO:

Mayor and City Council

FROM:

Stephen Rohlf, Building and Environmental Administrator
'5K-

DATE:

March 7, 2005

SUBJECT: Building and Environmental Help during Rebecca Haug's Maternity Leave

Increasing Building Permit Technician Hours:
Rebecca Haug will tentatively be on maternity leave during some of the busiest months of the year
for the Building and Environmental Department (the fIrst of May through the end of July). Rebecca
has been training the Building Permit Technicians so they can do some of her functions when she is
on leave.

In addition, last year set a record for the valuation of construction and 2005 is predicted to be at
least as busy. Lisa Wolfe and Jennifer Harmer are both fInishing the necessary classes to become
certifIed Building Permit Technicians by June of 2005. This certifIcation arms them with the
knowledge and also the credentials to do some of the in-offIce things currently requiring the
attention of a Building Inspector. Increasing the Building Permit Technician hours will free up
more of the Building Inspectors' time for doing inspections.

Lisa Wolfe is currently full-time, but Jennifer Harmer is only scheduled to work four days a week.
Mrs. Harmer requested to go part-time in April of 2004 with the understanding that it was
potentially temporary, dependent on the needs of the Department. The need is there and Mrs.
Harmer is agreeable to working full time again. Staff is recommending Jennifer Harmer be
made a full-time employee effective the beginning of the next pay period following approval.

Environmental Intern:
The Building and Environmental Department budgeted for an additional Environmental Technician
for 2005. The workload in this area is ever increasing. Due to budget restraints this request was
rejected. During Mrs. Haug's maternity leave, the environmental workload will be unmanageable.
Mrs. Haug will be taking approximately one month of paid leave and two months of unpaid leave.

Staff is requesting permission to hire an Environmental Intern at $10.00/ hr. for a four
month period starting mid to late April and ending in August. The cost of an intern should be
offset by Mrs. Haug's unpaid leave.
