Eclty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 7.6 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearin� 1june 19, 2017 Brandon Wisner, Stormwater Coordinator <br /> Item Description Reviewed by <br /> 2016 National Pollutant Discharge Elimination T.John Cunningham, Fire Chief <br /> (NPDES) System Annual Report Reviewed by <br /> Tina Allard, City Clerk <br /> Action Requested <br /> Open public hearing to take comments on the city Stormwater Program. <br /> Background/Discussion <br /> The City of Elk River is regulated as a municipal separate storm sewer system (MS4) under the National <br /> Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency (MPCA). <br /> This permit was reissued in 2013 and will expire in 2018 as it runs on a five year cycle. <br /> The permit prescribes goals in the following categories: Public Education and Outreach; Public <br /> Participation and Involvement;Illicit Discharge Detection and Elimination; Construction Site Runoff <br /> Control; and Pollution Prevention and Good Housekeeping. The city is required to hold an annual <br /> public hearing to receive feedback on the stormwater program. <br /> The following goals were met by the city in 2016: <br /> ■ Staff has continued to make progress planning for future projects related to nutrient reduction <br /> goals for Lake Orono. <br /> ■ Continue to investigate potential sources of illicit discharges. <br /> ■ Attend regular meetings with the Lake Orono Improvement Association. <br /> ■ Cleaned out two city stormwater basins that had exceeded treatment capacity. <br /> In 2017,water quality samplings will continue for the Lake Orono sub-watersheds in an effort to identify <br /> future projects for the required nutrient reduction goal,which will likely be a requirement starting in <br /> 2018. Public Outreach will expand in order to provide education on varies water quality topics. Staff will <br /> continue to identify public and private partnerships to achieve collaborative goals.
