Elk River . <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Theresa Slominski—Finance & Office Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> June 13, 2017 6.1b <br /> SUBJECT: <br /> Staff Update <br /> ACTION REQUESTED: <br /> None <br /> DISCUSSION: <br /> • We have been utilizing Revenue Recapture (RR) for approximately six years now, and <br /> this has been a valuable tool for collecting outstanding debt from current and past <br /> customers—in total collecting approximately $160,000. The Statute of Limitations for <br /> pursuing debt through this resource is six years. Therefore, starting with our third quarter <br /> write-offs, we will be including debt that has been at RR and remained uncollected since <br /> September of 2011. As we present and discuss quarterly write-offs in the future there <br /> will be an increase as we remove these items, so I wanted to provide some advance notice <br /> for this change. <br /> • Staff Accountants went to the APPA Spring Academy for Finance in Minneapolis May <br /> 15-19, 2017 and attended the sessions on Accounting, Advanced Accounting, and Asset <br /> Management. These classes helped explain the GAAP (Generally Accepted Accounting <br /> Principles) and GASB (Government Accounting Standards Board) overlay, as well as <br /> FERC (Federal Energy Regulatory Commission) requirements for accounting that are <br /> applicable to our municipal utility. <br /> • I attended my second session of MMUA Leadership training in Plymouth, MN and am <br /> extremely grateful for the opportunity to participate in such a great leadership program. <br /> There are 25 of us taking part from all walks of life and varying management capacities <br /> throughout Minnesota. These trainings involve reading several books over the course of <br /> two years and meeting quarterly in Minnesota to discuss and learn. This session was on <br /> crucial conversations and the prior session was on team building. <br /> • We had our second round of disconnects on Tuesday, June 6, 2017 and turned off 62 <br /> customers.
