Resolution 17 - 28 <br />City of Elk River <br />A Resolution of the City Council of the City of Elk <br />River Authorizing the Removal and Donation of <br />Obsolete Playground Equipment <br />WHEREAS, the playground equipment at Barrington Park is over 20 years old and the <br />typical lifespan of quality public playground equipment is 20 to 25 years <br />depending on usage; and <br />WHEREAS, the Barrington Park playground equipment does not comply with the American <br />Society of Testing and Materials (ASTM) consumer safety performance <br />specifications for playground equipment for public use; and <br />WHEREAS, City Council recently directed staff to replace the playground equipment at <br />Barrington Park; and <br />WHEREAS, city staff and the Parks and Recreation Commission recommend the old <br />playground equipment at Barrington Park be removed because it does not <br />meet either the ASTM or Consumer Product Safety Comm scion playground <br />safety guidelines; and <br />WHEREAS, because the playground equipment does not meet current safety standards it <br />cannot be reused in the United States and therefore has no value other than as <br />scrap; and <br />WHEREAS, the scrap value of the playground equipment is less than the cost of removal of <br />the equipment; and <br />WHEREAS, KIDS Around the World, an Illinois not -fox -profit corporation with the mission <br />to build playgrounds for children in underprivileged locations outside the <br />United States, has offered to remove the playground equipment in exchange for <br />donation by the city of the removed equipment. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk <br />River acknowledges that the existing playground equipment at Barrington Park has no value and <br />authorizes removal of the playground equipment by KIDS Around the World, and donation of <br />the equipment to KIDS Around the World in exchange for the removal. <br />Passed and adopted this 5"' day of June, 2017. <br />ATTEST: <br />Tina Allard, City Clerk <br />N4�u <br />joloJ.
