<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />February 1, 1906 <br /> <br /> <br /> <br />At a special meeting of the Common Council, the following-named were present: <br /> <br />Present: S.M. Crockett, Justus de Booy, and W.P. Rhoda, Trustees; H.C. Hastings, Village <br />Recorder. <br /> <br />The President being absent, on motion Justus de Booy was elected President pro tem. <br /> <br />The application of Moses C. Blanchett to sell intoxicating liquors having been duly filed and <br />published, on motion of W.P. Rhoda and seconded by S.M. Crockett, it was voted that the said <br />application be granted upon the payment by the said Blanchett to Village Treasurer the sum of <br />$1500. <br /> <br />On motion the following bills were allowed: <br /> <br />C.A.P. Turner Engineers, on a/c, $333.66 <br />Star News, publishing liquor license notice, $3.30 <br /> <br />The official bond of H.C.
