Babcock, Recorder <br /> <br /> <br /> <br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />December 29, 1899 <br /> <br /> <br /> <br /> <br />Village Council met at Recorder’s office at 8:30. <br /> <br />Present: H.C. Hastings, Pres.; H.D. Mills, Dr. Scoboria; Chas. M. Babcock, Village Recorder. <br /> <br />The following bills were presented and on motion allowed: <br /> <br />Walter S. Booth & Sons, blanks, $2.25 <br />E.T. Barnum, jail cage, $99.12 <br />J.P. Paull, work on jail cage, $1.50 <br />Frank Paull, work on jail cage, $1.25 <br />W.B. Eaton, health officer, $2.00 <br />H.B. Babcock, work on streets, $10.85 <br />Chas. M.
