Limited Use Permit for a nonmotorized recreational trail along TH10 from Gary Street to Simonet <br />Drive. <br />2. Cooperative Construction Agreement for signal system replacement to Joplin Street and stormwater <br />pond maintenance. <br /> <br />Background/Discussion <br />The agreements are necessary for improvements to be completed by MnDOT as part of their scheduled <br />2017 and 2018 TH10 project. <br /> <br />The Limited Use Permit allows for the placement of a recreational trail in MnDOT TH10 right-of-way. <br />This agreement covers the segment of trail that will be constructed by MnDOT with this project from <br />Gary Street to Simonet Drive. MnDOT will construct the trail on our behalf at their cost. Future <br />extension of the trail to Proctor Avenue and lighting will remain city costs and be constructed as planned <br />in 2020. <br /> <br />The Cooperative Construction Agreement details financial obligations for cost participation on the signal <br />system replacement at the intersection of TH10 and Joplin St. MnDOT, through their evaluation of the <br />location of the existing signal system, has determined in order to fit the rebuilt island locations the system <br />needs to be replaced. Our obligations for participation in the replacement costs are consistent with the <br />cost participation detailed in the Traffic Control Signal Agreement entered into in 1996 as referenced in <br />the Agreement. In addition to the signal replacement, the state will install flashing yellow arrows for left <br />turning movements. City stormwater obligations prescribed in the agreement are limited to routine <br />checking and debris management in the new basins. <br /> <br />Financial Impact <br />The Cooperative Construction Agreement details city-obligated costs of $148,324.00 for the portion of <br />the rebuilt signal system.
