Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: SCHOOL STREET IMPROVEMENTS <br /> <br />Dear Council Members: <br /> <br />On Tuesday, April 6, 1999, we opened bids for the School Street Improvements between <br />Jackson Street and Proctor Avenue. There were a total of six bids. Northwest Asphalt, <br />Inc., submitted the lowest bid in the amount of $241,736.99. The bids ranged up to a <br />high of $273,375.90. The feasibility estimated the construction cost at $246,000.00. <br />The low bid is slightly under the feasibility estimate. <br /> <br />The next step in the improvement project process would be to consider a resolution <br />determining the cost to be assessed and ordering the preparation of the assessment <br />role. We have reviewed the itemized bids submitted by Northwest Asphalt, Inc., and <br />would recommend that the assessment for the sidewalk on the south side of School <br />Street remain at $12 per front foot as suggested in the feasibility study and the <br />assessment to the School District for one-half the remaining cost reflect the small <br />reduction in the bid amount from the feasibility estimated cost. This should result in a <br />reduction of the assessment to the School District of approximately $2,700. <br /> <br />Attached is the Resolution for the City Council's consideration, which determines the <br />cost to be assessed in orders of preparation of the assessment role. The feasibility <br />study project schedule recommended the assessment hearing be held in May. I have <br />worked with the City Clerk to determine the time frame for mailing notices and would <br />recommend scheduling the assessment hearing for May 10. After the assessment <br />hearing is complete, we will be in a position to recommend award to Northwest Asphalt, <br />Inc., as the lowest responsible bidder. <br /> <br />If you have any questions regarding this project, I will be in attendance at your April 12, <br />1999, City Council meeting. <br /> <br />Sincerely, <br /> <br />HOWARD R.
