City of <br />Elk — <br />River <br />Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />4.4 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Consent <br />March 20, 2017 <br />Justin Femrite, P.E., City Engineer <br />Item Description <br />Reviewed by <br />Special Discharge Permit for Treatment of Landfill <br />Matt Stevens, Chief WW'TF Operator <br />Leachate <br />Reviewed by <br />Action Requested <br />Approve, by motion, Special Discharge Permit for Elk River Landfill, Inc. relating to the temporary <br />disposal and treatment of their landfill leachate. <br />Background/Discussion <br />With the upgrade of our waste water treatment facility, we now have the capacity and ability to treat up to <br />35,000 gallons of landfill leachate per day. A pilot study was completed in 2016 to assure the plant can <br />handle the leachate loadings while continuing to meet the limits of our discharge permit. <br />The permit, if approved, will allow for the hauling of leachate, via truck, to our sewer system until <br />December 31, 2019. The time between now and the end of 2019 will be used to assure the leachate does <br />not cause any lasting operational challenges to our system and to plan, design and construct a permanent <br />system which the leachate can be pumped directly to our system. <br />This Special Discharge Permit has been reviewed by the city attorney. <br />Financial Impact <br />The permit details the rates that will be charged for treatment of the leachate.
