<br />. <br /> <br />19 March 1999 <br /> <br />To: Mayor and City Council Members Of) t..L/J f311dJn'\ <br />From: Charlie Blesener, Elk River 2001 Chair ~jIY~ <br />Re: Coordinated Community Development opportunity <br /> <br /> <br />Enclosed with this memo is information on a Healthy Communities Partnership <br />Program, which is offered from the Central Minnesota Initiative Fund (CMIF), and in which the <br />Elk River 2001 Committee invites the participation of the City of Elk River. Briefly, the 2001 <br />Committee has written a grant and will be receiving $10,000 in financial support to strengthen <br />the community of Elk River. A local group of 15-20 members will undergo six days of training <br />over the coming year, and will become the steering committee for community development <br />initiatives which we hope can better link the extensive but disjointed planning which currently <br />takes place in our community. The community development model which CMIF advocates is a <br />coordinated model which integrates several aspects of community life here in Elk River. The <br />enclosed "wheel" indicates twenty different areas of community life which we hope to <br />incorporate. The model focuses on the assets of communities--individuals, institutions and <br />organizations--and the unique gifts and talents that they can contribute in making a community <br />an even better place to live. <br />Because the grant will be focusing on the geographic area of Elk River, and because of <br />the significant role the City of Elk River has played and will continue to play in planning and <br />directing how our community will develop, we are very interested in having both an elected <br />member of the City Council as well as professional city staff members represented on the <br />steering committee. <br />Because of the short timeline--the first two days of six days of training will be on April 7 <br />& 8, 1999..-and our need to confirm the membership of the steering committee, I will be <br />coming to the Monday, March 22, 1999 meeting to briefly address the council during the "open <br />mike" period and invite the city's participation in this potentially exciting and community- <br />changing effort.
