<br />. <br /> <br />Item # 4 . 4 . <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br />Scott Harlicker, Planning Assista..~'/ <br />March 15, 1999 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Update on Northstar Corridor <br />Project <br /> <br />At the March 4th meeting of the Northstar Corridor Development Authority, <br />the Authority approved a report regarding different transportation <br />alternatives considered and screened during the first phase of the Major <br />Investment Study (MIS). The Authority also discussed the work schedule for <br />phase 2 of the MIS and received updates on the Burlington Northern capacity <br />modeling and legislative activity. <br /> <br />. <br /> <br />The study of alternatives, which is included in your packet, involved <br />reviewing as many possible alternatives as could be identified. Transit <br />technologies considered included bus system improvements and seven <br />different rail systems. The commuter rail, bus and light rail transit were the <br />three transit technologies to be studied further. Highway improvement <br />options were also evaluated. Highway options ranged from minor signal and <br />intersection improvements to the construction of freeways and bypasses. <br />Highway options recommended for further study included additional <br />Mississippi River crossings, access management and minor improvements to <br />Highway 10. <br /> <br />BRW presented their work schedule for completing the MIS and the EIS. The <br />schedule, which is included in your packet, includes Phase 2 of the MIS, <br />special projects, which includes station design, ridership projections and <br />capacity modeling, environmental clearance, and conceptual engineering. The <br />scheduled complete date for phase 2 of the MIS is December 1999. Most of the <br />special studies are scheduled to be completed by December 1999. <br />Environmental clearance is to be completed by December 2000 and <br />conceptual engineering completed by July 2000. <br /> <br />Burlington Northern capacity modeling is moving forward and it looks like <br />the State will be providing the necessary funding to leverage future federal <br />funding. <br /> <br />. <br />
