The submitted concept includes three new 75 unit apartment buildings, and <br /> a new detached garage to provide the required covered parking for the existing Elk River Lodge. <br /> Construction of the new apartment units is anticipated to begin in the spring of 2018. The applicant also <br /> proposes to fully utilize the bluff area and the area along the river as a recreational amenity. <br /> The proposal requires support in designating the Saxon Motors site and the Elk River Lodge site as a TIF <br /> district. <br /> Concept Analysis <br /> The high-density proposal is consistent with the Comprehensive Plan and the recent FAST area re- <br /> zoning. Redevelopment of this site is supported by staff, and the concept shows a plan that is consistent <br /> with the city's goals for the site. The attached comment letter outlines recommended changes or <br /> improvements that would be needed to bring this site into compliance with current city codes. Comments <br /> on the submittal include: <br /> ■ Parking— current plan may not meet ordinance standards. <br /> ■ Development within the bluff setback and impacts to the bluff area. <br /> ■ Development within the floodplain <br /> ■ Stormwater management needs <br /> ■ Impacts to existing city utility lines (water, sanitary, and stormwater) <br /> Staff and the applicant will continue to work through these comments and bring a formal application <br /> forward at a later date. <br /> Attachments <br /> ■ Applicant's Narrative received January 30, 2017 <br /> ■ Concept Plans received January 30, 2017 <br /> ■ Comment Letter dated February 15, 2017 <br /> POWERED 6T <br /> Template Updoted 4/14 INAMIRE1 <br />
