John Cunningham, Fire Chief
Reviewed by
Cal Portner, City Administrator

Action Requested

Approve, by motion, the hiring of the following on-call firefighters, effective February 8, 2017.

Steneco Green

Spencer Specht

Matthew Wilson

Background/Discussion

After a thorough recruitment and selection process consisting of physical ability testing and interviews,
the aforementioned individuals are presented to join the ranks of the Elk River Fire Department as
probationary on-call firefighters.

The most recent recruitment had 19 applicants, 17 of whom were interviewed. Additional pre-
employment screening consisted of a psychological evaluation by Martin-McAllister Consulting
Psychologists, Inc. and a complete medical evaluation by Allina Occupational Health Services.

Upon approval, the probationary firefighters will begin the Elk River Fire Academy, an in-house training
program that will prepare them for state certification testing. This year’s academy will also host
firefighters from neighboring departments.

Once the probationary firefighters have successfully complete the requirements of the academy and their
probationary period, the graduates will be administered the Oath of Office and will receive their badges.

Financial Impact

Probationary firefighters will be compensated at $9.50/hour in accordance with the city’s compensation
plan. Upon successful completion of their probationary period, their pay will automatically adjust to the
starting rate of pay for a non-probationary firefighter. The hiring of these firefighters will bring the
department to its authorized on-call staffing level of 45.

Tuition for the fire academy is paid for by a grant through the Minnesota Board of Firefighter Training
and Education.

Attachments

None
