<br />rCI ---'\) <br />( )j <br />tll< <br /> <br />ITEM 15.1. <br /> <br /> <br />MEMORANDUM <br /> <br />River <br /> <br />TO: Mayor and City Council <br />FROM: Scott Harlicker, Planning Assista~ <br />DATE: February 8,1999 <br /> <br />SUBJECT: Request for Model Home in <br />Hillside Estates 1st Addition <br /> <br />Reauest <br /> <br />Consider a request by Hearthstone Builders to construct a model home at <br />11416 193rd Avenue (Lot 1, Block 1, Hillside Estates 1st Addition). <br /> <br />Issue <br /> <br />. <br /> <br />Hearthstone Builders is requesting permission to construct a model home in <br />Hillside Estates 1st Addition pursuant to Section 900.20.12 of the zoning <br />code. This section allows a home to be used as a model home for a maximum <br />of 3 years from the date of final plat approval unless an extension is granted <br />by the City Council. Hillside Estates 1st Addition was granted final plat <br />approval on May 18, 1992. The allowed time for model homes expired on May <br />18, 1995. <br /> <br />As the Council knows, Hillside Estates is not completely developed. There are <br />about 100 acres left to be developed in the Hillside Estates development. The <br />developer of Hillside Estates currently has an application before the <br />Planning Commission (Hillside Estates 9th) to develop 43 acres into 61 single <br />family lots. The applicant has indicated that he will be building homes in the <br />9th addition as well as in all future additions of Hillside Estates. Since 1996 <br />Hearthsone Builders has constructed 22 homes in the Hillside Estates <br />development. The applicant has indicated that they will have no other model <br />homes in the Hillside Estates development. <br /> <br />In a cover letter the applicant listed the following reasons why this location <br />would be best suited for a model home: <br /> <br />. <br /> <br />. located at main entrance to the subdivision <br />. located near commercial property <br />. will have less impact on existing residential neighborhoods by <br />focusing model home traffic way from the interior of the subdivision <br />. easy to find <br /> <br />13065 Orono Parkway · P.O.
