<br /> <br />Item 6.3. <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />January 28, 2005 <br />File: 824180J-0030 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: 2005 STREET RECONSTRUCTION IMPROVEMENT <br />FEASIBILITY STUDY <br /> <br />Dear Councilmembers: <br /> <br />In September 2004, the City Council authorized the preparation of a feasibility study for the <br />2005 Street Reconstruction Improvements. Attached is a copy of that feasibility study. In <br />the feasibility study you will note that we held an informational meeting with the affected <br />property owners on Thursday, January 20, 2005. A copy of the minutes from that meeting is <br />included in the appendix of the feasibility study. Approximately 25 property owners attended <br />the public information meeting. The main issues discussed were traffic cutting through on <br />Tipton and Upland Avenues from Main Street to TH 10, the proposed closure of Seymour, <br />Rush and Quinn Avenues at TH 10, and the location of sidewalks throughout the proposed <br />unprovement. <br /> <br />Financing of the proposed improvements is recommended to come from several different <br />areas. The proposed sanitary sewer and water improvements are recommended to be paid <br />for by the sanitary sewer and water enterprise funds. The Council previously passed a <br />resolution requesting that MnDOT fund the closure of the three intersections at Seymour, <br />Rush and Quinn Avenues with TH 10. Preliminary discussions were initiated with Cretex <br />Companies relative to their contributing portion of the cost of the storm sewer system in the <br />Upland and Tipton Avenue areas, since much of the their plant runoff flows through this <br />system. Finally, the bulk of the street and storm drainage costs are proposed to be assessed <br />at $6,000 per residential equivalent unit to the benefited property owners. This will generate <br />approximately one-third of the total cost.
