Beahen, Chief of Police <br /> <br />TO: <br /> <br />2- 1-05 <br /> <br />Request to fill second captain's position <br /> <br />When I was promoted to Chief, it was discussed with the Council the replacement of the <br />Assistant Chief's position. We agreed that this position would be eliminated and a Captain's <br />position was created. This was done knowing that in 2005, a second Captain's position was <br />going to be created and having two Captain's would facilitate better command structure than <br />to have a Chief, and Assistant Chief and a Captain. <br /> <br />I am ready to proceed with promoting an officer to fill this position of Administrative <br />Captain. Captain Rolfe has asked that he remain in his current position of Patrol Captain. <br /> <br />Captain Rolfe would oversee all four patrol sergeants, and all patrol staff, for a total of <br />twenty employees. <br /> <br />The new Administrative Captain will supervise the Investigative Sergeant, three Criminal <br />Investigators, two Juvenile Officers, two Community Service Officers and six Clerical staff <br />for a total of fourteen employees. <br /> <br />This fairly equally divides the workload of each Captain, with both being responsible for <br />training, scheduling, operations and supervision within their own division. The <br />Administrative Captain will also assist me in day to day building operations, grant writing <br />and other administrative duties as assigned. <br /> <br />The process, if approved, will start with a review of the proposed position by the Personnel <br />Committee and Lauren Wipper, a written job description and an internal testing process to <br />identify and then select the best candidate for the position. The unmarked squad was <br />budgeted for and will be ordered, we have the office space already and our payroll is not <br />impacted as the promotion and reassignments within the ranks will predictably keep the pay <br />scales for new positions in line with current budgeted amounts. <br /> <br />I am requesting the Council's approval to proceed forward with the process to fill the <br />second Captain's position. <br />
